What's the difference between guidelines and security rules?

Guidelines define quality standards (tone, format, best practices) and are advisory. Security rules detect sensitive data and can block or warn in real-time. Guidelines live on the Guidelines tab in the Prompt Library; security rules live on the Guardrails page.
